Assuming you do not have a particular problem to address, the highest payback usually comes from Raw Material Qualification. In general, PAT is necessary because raw materials change over time, making process changes necessary. In fact, over 50% of the NIR instruments sold in the pharmaceutical industry are for raw material ID.
Most vendors have software with qualitative algorithms and, depending on whether you want to do lab or warehouse testing, almost any (full-spectrum) instrument will work. [I have my favorites, but, in general, the above is true.]
